I have a question about 12th house Pluto. JWG states in his book that the native must embrace a transcendent belief system in order to fulfill the evolutionary requirements of this placement. What exactly qualifies as a "transcendent" belief system ?

What if you are counceling someone who is either in the concensus or individuated state with this placement, the problem being that neither state has much of an concept of anything outside the material realm ?

Any belief system that is rooted in the cause and affect of Creation is a transcendent belief system. Consensus based religions certainly are part of such transcendent belief systems.

The archetype of the 12th house, Pisces, and Neptune, in the end, correlates to what constitutes ultimate meaning for life itself. Any 12th house Pluto person is thus desiring what constitutes the ultimate meaning for their existence. For those in the consensus state who are focused mainly on the material realm of existence this sense of ultimate meaning given to such a focus is destined to lead to a complete sense of disillusionment at some point. At that point the Soul is then confronted, internally, by exactly what will correlate to the ultimate meaning that they are actually desiring or seeking. At that point, relative to the consensus state, consensus based religions then become the answer.
