As I understand it:
(1) There have been NO skipped steps when a Planetary Node squares the Lunar Nodes in an individual's chart, based upon your quote:

(2) There are NO skipped steps when an outer planet squares the Planetary Nodes in an individual's chart, but rather:
"Simple example: millions have Neptune in Libra, and that Neptune then squares the Nodes of Pluto, Saturn, Jupiter in most cases. So, obviously, all those millions of Souls are not all going to have ‘skipped steps’ relative to this signature. This is actually a subject that I never remember JWG discussing at all, or writing about. To me when we do see this kind of symbolism it does have generational applications as to its meaning, and the individual meaning within that as it is applied to each individual’s birth chart: the houses that it would be in. Thus, the individual’s interaction and relationship with the generation that it is born within, and how that relationship then serves the evolutionary intentions of the individual itself. (Rad)
(3) There have been NO skipped steps when any natal planet squares the Planetary Nodes.
Can you please help to clarify the following:
[Example: Venus in Capricorn conjunct South Node of Venus in Capricorn and both square the Nodal Axis]
(Q1) Is it correct that skipped steps apply not only to Venus square the Nodal Axis, but also to the South Node of Venus square the Nodal Axis? That is, a natal planet conjunct its own Planetary Node?
(Q2) If so, is the interpretation based on TWO separate sets of skipped steps for Venus and its South Node, or a combination of both?
(Q3) If a combination of both, how would one interpret the skipped steps?
Since the Venus and S.Node of Venus are conjunct and squaring the Nodal Axis this does in fact correlate to skipped steps wherein both symbols are implicated. This would in fact INTENSIFY the Soul's resistance to making the necessary choices that would allow it to continue to evolve. The actual houses in which the S.Node of Venus, and natal Venus, occupy correlate to the dynamics within the Soul that are causing this resistance. Further, the location of the planet Saturn by it's own house and sign, and aspects to it, will add to what those dynamics have been. The S.Node of the Moon itself, with the location of it's own planetary ruler by house, sign, and aspects to the dynamics that have caused the Soul's resistance to making the choices necessary in order to evolve. The N.Node by house, sign, and aspects to it in conjunction with the location of it's own planetary ruler, and aspects to it, correlate to where, the dynamics involved, the Soul has attempted to leap ahead without addressing the ongoing dynamics that do not allow it to evolve until those dynamics are addressed with the attendant choices being made that will allow it to in fact to continue to evolve.

(Q1) In this case, is it correct that there have been skipped steps with Venus square the Nodal Axis, but NO skipped steps correlating to the South Node of Mercury square the Nodal Axis?
(Q2) How does one interpret the skipped steps of Venus when it is conjunct the South Node of another planet, in this example Mercury?
When a natal planet, in this example Venus, is conjunct a planetary S.Node, in this case Mercury, this will symbolize and correlate to the archetypal dynamics of both Venus and Mercury being in a skipped step state relative to their squares to the Nodal Axis.
